CYC Annotate is a Windows app for drawing over other apps, and for keeping whiteboards when the work belongs on its own page. It is built with HTML, CSS, TypeScript, Electron and Node.js.
The overlay and the saved boards are kept separate. The overlay sits above other apps and stays out of the way until you use the tools. Each mark is its own object, so a line or a note can be changed later. Boards are saved on the computer, earlier copies are kept, and a deleted board can be restored for a while.
